Invitation to a Parent Meeting – Election of the Public Council

Dear parents, In connection with the formation of a new Public Council at the National Trade High School, Plovdiv, we invite you to a parent meeting to be held on March 10, 2026 at 19:00 at the National Trade High School, with the following agenda:

• Election of a parent representative from each class

The elected representatives from each class are invited to a meeting for the election of members of the Public Council at the National Trade High School on March 10, 2026 at 19:30 in the teachers' room of the National Trade High School, with the following agenda:

• Election of parent representatives as members /and reserve members/ of the Public Council at the school.

The powers of the Public Council are published on the school's website and are regulated in Art. 269 of the Pre-school and School Education Act. "Art. 269. (1) The Public Council in the kindergarten and school:

1. approves the development strategy of the kindergarten or school and accepts the annual report of the director on its implementation;
2. (amended – State Gazette, No. 11 of 2023) participates in the work of the pedagogical council in the discussion of the development strategy of the kindergarten or school, in the part under Art. 263, para. 4, items 6 and 9, and in the discussion of the choice of student uniforms;
3. proposes policies and measures to improve the quality of the educational process based on the results of the institution's self-assessment, external evaluation – for schools, and the inspection of the kindergarten or school;
4. provides an opinion on the distribution of the budget by activities and the amount of capital expenditures, as well as on the report on its execution – for delegated budget institutions and for private kindergartens and private schools receiving funds from the state budget;
5. coordinates the director's proposal for the distribution of funds from the surplus of receipts over payments established at the end of the previous year in the budget of the school or kindergarten;
6. coordinates the school curriculum;
7. participates with representatives in the committees for attestation of directors under the conditions and procedures of the state educational standard for the status and professional development of teachers, directors, and other pedagogical specialists;
8. coordinates the choice made by the school's teachers under Art. 164, para. 2, of textbooks and teaching kits;
9. notifies the competent authorities when, in the course of its activities, it identifies violations of regulatory acts;
10. provides an opinion on the school admission plan under Art. 143, para. 1;
11. participates in the creation and adoption of a code of ethics for the school community.

(2) If the Public Council does not approve the acts under para. 1, items 1 and 6, they shall be returned with reasons for reconsideration by the pedagogical council. Upon reconsideration, the pedagogical council shall rule on the reasons and make a final decision. (3) The Public Council in a private kindergarten and in a private school exercises its power under para. 1, item 4 only for the funds received from the state budget."
