Accessibility Statement

for the website of the National Trade School – Plovdiv

Statement first prepared on:
21 September 2026
Last updated on:
26 October 2026

The National Trade School – Plovdiv is committed to making its website accessible in accordance with Art. 58c of the Bulgarian Electronic Governance Act and Art. 39 and Art. 39a of the Ordinance on the General Requirements for Information Systems, Registers and Electronic Administrative Services.

I. Scope of this statement

This accessibility statement applies to the official website of the National Trade School – Plovdiv:

The statement covers all language versions of the website – Bulgarian, English, German, French and Spanish. The official text of the statement is the Bulgarian version.

II. Standard applied to ensure accessible content

EN 301 549 V3.2.1 (2021-03) – the European harmonised accessibility standard for ICT products and services, which includes the requirements of the Web Content Accessibility Guidelines (WCAG) 2.1, levels A and AA.

III. Method used to prepare this statement

Self-assessment carried out by the website administrator. The assessment covered the main pages of the website, including the home page, “News”, “Documents”, “Team”, “Contacts” and “School Anthem”, as well as the published files and embedded multimedia content.

Date of assessment: 21 September 2026

IV. Compliance status

This website is partially compliant with the requirements of the above standard due to the non-compliances and exemptions listed below.

V. Non-accessible content

The content listed below is not fully accessible for the following reasons:

a) Non-compliance with the accessibility requirements

  • Published documents (PDF, DOC, DOCX) – criteria 10.1.1.1 “Non-text content” and 10.1.3.1 “Info and relationships”

    Some documents in the “Documents”, “Document Templates”, “Scholarships” sections and on other pages are scanned images or lack structure (headings, tables, text descriptions) and may not be read correctly by screen readers. They are gradually being replaced with accessible versions.

  • Images in news articles – criterion 9.1.1.1 “Non-text content”

    Some images in older articles in the “News” section have no alternative text or the text does not describe their content sufficiently.

  • Video content – criteria 9.1.2.2 “Captions (prerecorded)” and 9.1.2.3 “Audio description or media alternative”

    The embedded “Virtual Tour” video on the home page and the video on the “School Anthem” page have no captions or audio description. The lyrics of the school anthem are published on the same page as a text alternative.

  • Colour contrast – criterion 9.1.4.3 “Contrast (minimum)”

    Some gold-coloured text elements (for example the numbers in statistics and some buttons) may not have sufficient contrast against their background.

b) Disproportionate burden

The school does not claim an exemption on the grounds of disproportionate burden.

c) Content outside the scope of the applicable legislation

Under Directive (EU) 2016/2102, the accessibility requirements do not apply to:

  • office file formats (PDF, DOC, etc.) published before 23 September 2018, unless they are needed for active administrative processes;
  • prerecorded audio and video content published before 23 September 2020;
  • online maps (the embedded Google Maps map on the “Contacts” page) – the school address is also provided as text;
  • third-party content that is neither funded, developed nor controlled by the school (for example YouTube and Vimeo videos, social networks).

If you need information from an inaccessible document or video in an accessible format, please contact us using any of the methods in section VI and we will provide it.

VI. Feedback and contact information

If you experience difficulties accessing content or features of this website, you can report the problem or send a suggestion in any of the following ways:

To help us handle your report faster, please include the page address, a description of the problem, the device, browser or assistive technology you use, and your preferred way of being contacted.

VII. Enforcement procedure

  • Reports are handled within two months of receipt. Within the same period, a reply is sent with information about the actions and measures taken to remedy the identified issues and the deadline for doing so. If the report is unfounded, a reasoned refusal is provided.
  • If you provide an email address, the reply is sent by email. Otherwise, the reply is sent on paper to the address given in the report.
  • If an incorrect or non-existent address is given, the information is deemed received on the date it was sent.

If you do not receive a reply within this period or are not satisfied with it, you can file a complaint with the Ministry of Innovation and Digital Transformation, which monitors compliance with the accessibility requirements:

VIII. Measures to improve accessibility

While preparing this statement, the following issues were fixed: alternative text was added to team photos and to images in the news list, descriptive titles were added to the embedded videos and map, and a “Skip to main content” link was added for keyboard and screen reader users.

In the update of 26 October 2026, a cookie banner was added that can be fully operated with a keyboard and screen reader, with equally prominent “Accept all” and “Reject all” buttons. Embedded content from YouTube, Vimeo and Google Maps now loads only after consent; until then a text description and a load button are shown in its place.

The school will continue to improve the accessibility of the website by:

  • gradually replacing scanned documents with accessible text versions;
  • adding alternative text to all informative images in news articles;
  • improving the colour contrast of text elements;
  • providing captions or text alternatives for new video content;
  • regularly reviewing content and training staff who publish on the website.

IX. Review and update of this statement

This statement is reviewed and updated at least once a year, as well as after significant changes to the website or when new issues are identified.
